MWOP FUEL GAS REIMBURSEMENT PERCENTAGE

On July 31, 2025, MountainWest Overthrust Pipeline (Overthrust) filed in Docket No. RP25-1038 with the Federal Energy Regulatory Commission (FERC or Commission) revisions to the Fuel Gas Reimbursement Percentages (FGRP) provisions in Overthrust’s FERC Gas Tariff. Specifically, the proposed revisions will streamline the FGRP provisions to replace the current fuel matrix with a single postage stamp FGRP. Also on July 31, 2025, Overthrust filed its Annual Fuel Gas Reimbursement Report under Docket No. RP25-1042, which established the variance adjustments under the current and proposed methodologies. The proposed effective date for both filings is September 1, 2025. As of today, the Commission has not acted upon either filing; therefore, Overthrust is posting both a fuel matrix and postage stamp rate for the FGRP for September 2025. Once the Commission has acted upon the filings, Overthrust will update the FGRP posting.

Utilizing the current methodology, the Fuel Matrix to be effective September 1, 2025 has been posted to its website. Changes to the matrix are as follows:

Rock Springs’ compression rate will change from 0.19% to 0.00%
Roberson’s compression rate will change from -0.07% to 0.00%
Point of Rocks’ compression rate remains unchanged at 0.00%
System Gas and L&U rate will change from -0.15% to 0.02%

The Expected system configuration for compression at Rock Springs has not changed for September. Shippers with Receipt Points at Wamsutter 10827, WIC-Wamsutter 10031, moving to delivery points to Rock Springs and further west will be charged compressor fuel at Rock Springs for September. Customers moving west past Rock Springs with receipt points from Kanda-Col 10005 will be charged for compression at Rock Springs.

Utilizing the methodology proposed in Docket No. RP25-1038, the FGRP is 0.02% effective September 1, 2025.
